Garland W. Powell
In 1919 the Cumberland American Legion Post number was formed and Powell commanded it for the first year of its existence. He then formulated the National American Legion policies in community service work and boys' work from 1921 to 1925. He was the national director of the Americanism Commission for three years prior to 1926, and wrote the service textbook on "Citizenship" in 1923. He served as vice chairman of the board of trustees of the National Americanism Endowment Fund of the American Legion.
Mr. Powell served in the Maryland General Assembly from 1920 to 1922, and was a member of the state aviation commission from 1921 to 1927. He was almost entirely responsible for the formation of a national flag code.

Born raised Cumberland, MD. Served 6 years in the U.S. Marine Corps., where he served during Vietnam. Has been a member of the American Legion for 40 years and has held the positions of Commander, First Vice, Second Vice and Historian as well as the Mountain District Commander for 3 years.

John was born January 8th 1958 in Bamberg Germany. He graduated from Buffalo Senior High School, Buffalo Minnesota in 1977 and joined the U.S. Army as an infantryman and assigned to the 82nd airborne division, Fort Brag. He has be deployed to Graneda Island in 1983, Bosnia in 1999-2001, Iraq in 2007. He Retired from active duty at Fort Drum, New York in 2009 and worked for the Federal Bureau of Prisons in Cumberland Maryland until his retirement on March 31st 2019

Bernie Lechman was born in Latrobe, Pa. He graduated from Duquesne University with a Bachelor of Science Degree with a Major in Pharmacy. He served in the Army for two years with most of my time being in the
Hospital pharmacy at Fort Leonard, Missouri. He was a pharmacy/pharmacist manager for Walmart for many years. Locally he serves on the Board of Zoning Appeals for the City of Cumberland. He has held many positions on the Executive Committee for our American Legion Post 13. He has enjoyed many years of his membership at our post. He is grateful for being the commander of our post and strives to fulfill his term by giving his best.

James B. King graduated from Mount Savage High School in 1966 and joined the U.S. Army in March of 1967. He completed basic training at Fort Knox, Kentucky and attended Small Parts Specialist School in Fort Lee, Virginia. After graduation he was assigned to an eighteen month tour of duty with the 2nd Logistics Command, Okinawa, Japan. He returned to the states as the Morning Report Clerk for the Intelligence school at Fort Holabird, Maryland until his discharged in March 1970, he enlisted in the West Virginia National Guard as Administrative Clerk at Keyser West Virginia in 1973. He transferred to the Army Training Site at Camp Dawson, Kingwood. He retired from the US Army serving a total of 27 Years on 13 April 1993, as a Sergeant First Class.
As a member of Post 13 he rose thru the Offices and served as Commander of Fort Cumberland, Post 13. While Commander he initiated, with the help of Pete Elliott, Mayor Lee Fielder and the CSX Headquarters in Florida to rename Park Street to Gulf Memorial Drive in 2009. He is a member of the Post 13 Honor Guard.

William Huster started his career as a public school teacher for four winters. He then became a clerk for 5 years at the Baltimore Ohio Railroad Company. On Dec. 12 1910 he was admitted to the Allegany County Bar. In 1912 he was elected as a member of the Maryland House Delegates for two years. In 1916 He joined the U.S. Army Company G First Infantry Regiment as a Private and was deployed to the U.S./Mexican Border. He worked his way through the ranks and on Sep. 28 1918 was promoted to Major and assigned to the 62nd Pioneer Infantry. He received orders to France and was ready to deploy when the armistice was signed. After returning to Cumberland he was appointed to City Attorney Oct. 1921. He was later elected to State Attorney in 1923 where he served four consecutive terms. On Jun 6 1937 he was appointed as an Associate Judge and served on the 4th Judicial Circuit Court for 11 years. On Jan 1st 1945 he became Chief Justice of the 4th Judicial Circuit Court. On Sep. 12 1948 he retired and returned to private practice. He was Chairman of the Republican State Central Committee of Allegany County and Chairman of Cumberland's Labor-Management-Citizens Committee
